When Climate Risk Meets Data Reality: A Survival Guide for DACH Insurers

From record hail and flood losses to rising cyber threats and regulatory scrutiny, DACH insurers are under pressure from every angle. Pentaho helps carriers cut through data silos, automate compliance, and orchestrate real-time workflows so they can protect margins, customers, and trust when storms hit hardest.

In the summer of 2025, Munich rooftops were pelted with hail that resembled a snowstorm; Vienna’s Danube overflowed, flooding cellar apartments; and Zurich insurers were targeted in coordinated ransomware attacks on their client portals.

Extreme loss events are on the rise in DACH: German insurance carriers paid out €1 billion in hail damage claims in 2023 alone, marking a 300% increase since 2010. Flood damage was reported in 70% of Austrian municipalities in 2024, pushing legacy claims processing centres to their limits. Swiss Re forecasts that the number of Alpine flash floods has doubled since 2000, underscoring the growing pressure on insurers.

DACH carriers are being confronted with a dire combination of climate disasters, data silos, and soaring customer expectations. All this is happening under the intense and watchful eye of BaFin, FMA, and FINMA.

Making matters worse, a perfect storm of huge claim volumes is clashing with manual data processes – leading to claim backlogs, customer dissatisfaction and fraud opportunities.

Data Chaos: Legacy Silos and Digital Disarray

While the climate outside is going berserk, DACH carriers are stuck with an average of eleven identical customer data profiles sitting in separate systems – ERP, legacy mainframes, CRM, multiple broker portals, etc. A Bitkom 2024 survey found 82% of German insurers cite data silos as their #1 digital transformation challenge.

All this while DACH regulators have cranked up the compliance dial:

  • BaFin now expects cyber resilience to “IT Pannen oder Cyber Attacken” (IT failures or cyber attacks) – punishable by hefty fines
  • FMA is asking to map every ICT dependency to strengthen Austria’s financial sector cyber resilience
  • FINMA is requiring “continuous compliance” for all digital channels and other channels including non-traditional ones like chatbots and mobile claim portals

And any attempt to quickly patch systems with bolt-on point solutions will make system complexity even worse, with BaFin, FMA and FINMA expecting integrated “end to end” assurances.

An Industry Unprepared: Increased Customer Expectations and Workforce Strains

German, Austrian and Swiss consumer expectations are coming for insurers. Consumers in these countries spend 15 minutes per day on average on banking apps and expect similar speed and transparency in insurance. McKinsey research indicates 68% will churn if they have a single bad digital experience.

Legacy portals, nightly batch jobs and manual underwriting processes simply can’t compete with Amazon-like digital insurance expectations.

And while consumer expectations are increasing, insurers are being left shorthanded. Over one third of underwriters and adjusters in Germany and Austria will retire before 2027 but Swiss Re Institute analysis warns few carriers are attracting cloud, AI and data science talent.

The picture is becoming clear that insurers will likely struggle to hire the talent to deliver modernisation projects, squeezing budgets and timelines.

Creating a Data Lifeline

Against this turbulent backdrop, carriers are looking for affordable, scalable orchestration platforms to dramatically simplify systems and reduce costs. Pentaho aligns with many of the needs and pain points of DACH insurers, making our platform and solutions an attractive and powerful option to get data fit for today’s insurance challenges.

  • Modular Licensing & Low TCO: Transparent, consumption-based pricing means carriers only pay for features they need, not “enterprise wide” tool licenses.
  • Automated Data Cleansing: Pentaho’s Golden Record Fabric can automatically resolve 70% of data mismatches – without manual work.
  • Golden Record Fabric: Consolidates CRM, billing, IoT, and external partner data sources into one single source of truth (SSOT) customer profile.
  • Real Time, Event Driven Workflows: Automatically trigger hail damage inspections, flood assistance prepayments, real-time fraud screening, and compliance reports, reducing claim cycle times from days to minutes.
  • Try, Buy and Grow Model: Start with just the hybrid cloud/on prem modules you need, keeping capital requirements to a minimum. No need to rob underwriting and customer acquisition budgets.
  • Regulatory Support: Integrate BaFin/FMA/FINMA rules directly into Pentaho data flows for AI bias checks, ICT mapping, and continuous compliance monitoring to turn regulatory risk management from firefighting into value creation. Immutable data lineage and autoreport generation ensure seamless audits.
